Revitalizing Japan Policy ― Developing a New National Vision and National Projects |
Beginning with the policy proposal meeting with top leaders in the political, governmental, business and private sectors in 1992, we have held a series of policy proposal meetings by Inter-party MPs shown below under the themes of the development of the national vision of Japan, and the development of the revitalization policies of Japan.
In order to realize the national vision of Japan and the revitalization policy of Japan, we consider it necessary to have a stronger government. The former government under PM Noda (2011-2012) was established in the process of these policy proposal meetings, however, it could not realize the national vision and the revitalization policy.
We hope to realize these with our policy proposing meetings by Inter-party MPs and the new Abe government (end of 2012- ).
The development of the vision of Japan is, in other words, a policy promotion activity to change the conventional formula in all aspects and to open Japan’s doors to other countries. Along this policy, we are now planning national projects to realize the new vision.
Here, I would like to present the policy recommendations and implemented policies as a result of our meetings and activities, and the members who have promoted the efforts.

Memo
We have no time to lose in formulating economic policies with immediate effect. There has been no time as today when revitalizing of Japan as a whole is required including the rehabilitation of the earthquake stricken places.
We consider it urgent to develop a new national vision, and to formulate policies to revitalize Japan by members of parliament of different parties.
In envisaging the desired national vision of Japan, and formulating Japan’s growth strategy, great expectations are expressed by the public toward the proposals by the Economic Hub Promotion meetings since 2008, the inter-party MP meetings on Rehabilitation since 2011, and the meeting to Create the Master Plan for Japan 1992-95. Therefore, it is urgent that we prepare fast-acting “national projects” on the bases of these policy studies and proposals.
Thanks to the efforts by these meetings, we have succeeded in turning our proposals into actions. These include strategic policies to open the doors of Japan to other countries, the pillars of Japan’s revitalization strategies, and the legislation of the Economic Special Zone system that we had proposed but failed to realize after the Great Hanshin Awaji Earthquake in 1995 in the form of the Rehabilitation Special Zone system in the Great East Japan Earthquake and the nationwide Special Zone system (the Comprehensive Special Zone / International Strategic Zone ).
The 4 Rehabilitation Special Zones proposed by the inter-party Rehabilitation meeting is supported by people in the affected area. (Eco City + Automobile-related New Industry Special Zone, etc.)
Through the various rehabilitation plans we proposed in the past, we have learned that administrative rehabilitation and industrial rehabilitation are different, and that for true revitalization, we need to acquire funds by industrial rehabilitation.
Through our study meetings, we share an understanding that developing national projects in Japan jointly with a foreign government and excellent investment institutions is a strategy in order to obtain and mobilize revitalization funds, and to gain economic revitalization through international competition.
When the world is becoming smaller, Japan is required to open its doors by changing its conventional formula in order for the country to survive and grow.
Toward developing national projects of our style, we need to review the current public investment, public capitals, all kinds of systems and funds, and the Japan’s Master Plan we prepared in 1992-95 will serve as a guidepost to pursue our national vision.
We consider that the development of joint national projects with a foreign government and excellent investment institutions will become a program in real terms to open the doors of Japan to other countries.
- In cooperation with the foreign governments and investment institutions, we are in progress to mobilize investments to develop national projects in Japan.
- The meeting for Economic Hub Promotion proposed to raise the ratio of foreign investment to Japan to Japan’s GDP from 2.5 % to 10 % and to consider the establishment of the Foreign Investment Agency.

At the same time, we consider that inviting investments into Japan which is opening its doors and developing national projects as a means to develop new industries will provide potential to break through the current economic crisis in Europe and to help revitalize the economies of the west and Asia.
The meetings in which you have participated to study the development of a desired Japan’s national vision and to prepare policy proposals will be a common table instrumental to forge consensus on the revitalization of Japan as well as a common table for Japanese and overseas partners.
